Platts, part of S&P Global Commodity Insights, wishes to clarify that its existing daily and weekly CFR Northwest Europe ammonia assessments will not include costs associated with the European Union (EU) Carbon Border Adjustment Mechanism (CBAM) from January 2026.
The daily and weekly CFR Northwest Europe duty paid/duty free ammonia assessments published by Platts Fertecon will remain inclusive of import duty in the case of dutiable product but will not reflect any costs associated with CBAM where applicable. Meanwhile, the daily and weekly CFR Northwest Europe duty unpaid ammonia assessments will remain exclusive of import duty and will also not reflect any costs associated with CBAM where applicable.
The following daily and weekly ammonia assessments are covered by this clarification:
The assessments will continue to reflect the market value of ammonia with a typical carbon intensity.
Based on market feedback and EU data, Platts understands the carbon intensity of ammonia arriving in the EU varies depending on origin and plant, typically ranging from 2 mt CO2e to 2.3 mt CO2e, and will reflect 2.2 CO2e as standard (based on the weighted average of default country of origin carbon intensity values previously published by the European Commission (EC) and EU import statistics) until otherwise noted. Platts encourages reported bids, offers and trades to specify carbon intensities and will prioritize more granular information in the price assessment process.
Under CBAM, which is due to enter its definitive phase on Jan. 1, 2026, those importing ammonia into the EU will be required to report the embedded emissions of imported product and, from 2027, purchase CBAM certificates to cover embedded emissions above a benchmark free allowance. As CBAM is phased in, importers will be required to cover the cost of a growing share of embedded emissions.
