Platts, part of S&P Global Energy, will launch a series of FuelEU abatement assessments reflecting 50% of EU ETS costs and change its existing methodologies for several FuelEU abatement assessments, effective Aug. 3, 2026.
This follows a June 1 proposal .
1. New 50% EU ETS abatement assessments:
The EU ETS covers 50% of emissions for voyages between EU and non-EU member states and 100% of emissions for voyages occurring between two EU ports. Market feedback has indicated a need for abatement assessments that capture voyages between EU and non-EU ports. In response, Platts will launch the following assessments:

The new assessments will supplement the existing FuelEU CO2 Abatement assessments launched Sept. 1, 2025 , which reflect 100% of emissions under the EU ETS, and the EU ETS exclusive assessments launched Nov. 17, 2025.
2. B24 Singapore changes & new B24 Singapore EU ETS exclusive assessment
Platts will change the methodology for the calculation of EU ETS costs for the existing FuelEU CO2 Abatement B24 Singapore (VLSFO) assessment (MGVLF00), which includes EU ETS costs.
From Aug. 3, Platts will calculate the EU ETS cost by multiplying the Tank-to-Wake emissions factor by the Platts daily EUA value, divided by two . This will replace the current calculation methodology, in which the EU ETS cost is calculated by multiplying the Tank-to-Wake emissions factor by Platts daily EUA value, divided by two, then halving the final abatement cost for B24 versus VLSFO.
In line with this change, Platts will rename the assessment from "FuelEU CO2 abatement B24 Singapore (VLSFO)" to " FuelEU CO2 Abatement B24 Singapore (VLSFO) 50% EU ETS," and continue to publish it under the same symbol (MGVLF00).
In addition, Platts will launch a new FuelEU CO2 abatement B24 Singapore (VLSFO) EU ETS exclusive assessment, complementing the existing EU ETS exclusive Rotterdam assessments. From Aug. 3, 2026, Platts will publish the following abatement assessments for Singapore:

3. Amendments to Tank to Wake emission factors
Platts will update the Tank-to-Wake emission factors for biofuels in its FuelEU CO2 Abatement 50% EU ETS and fully inclusive EU ETS assessments from Aug. 3, to reflect the inclusion of methane and nitrous oxide emissions under the EU ETS from 2026.
Since Jan. 2, 2026, Platts has reflected methane and nitrous oxide emissions only for the fossil fuel volumes within its abatement assessments, and has retained Tank-to-Wake emission factors of zero for UCOME components. Platts will amend the Tank-to-Wake emissions factors for UCOME components to 0.05489tCO2/ mtfuel , as per the EU ETS.
This change will impact the following assessments:

Platts will reflect all the above changes from Aug. 3, 2026.
The FuelEU maritime CO2 abatement assessments are expressed in $/mtCO2e, allowing for standardized comparisons across different fuel types. The emissions factors for Well-to-Wake emissions are calculated in accordance with regulation (EU) 2023/1805 of the European Parliament.
For UCOME, the default emissions value is 14.9 gCO2eq/MJ under the EU Renewable Energy Directive (RED).
The new assessments will be published on the following fixed pages for daily assessments: PGB2050, PGA2051, PRF2050; and the following for monthly averages: PGB2052, PGA2053, PRF2052.
All FuelEU CO2 abatement assessments reflect a 16:30 London time market close and follow the Platts UK publishing schedule, apart from FuelEU CO2 Abatement B24 Singapore assessments, which follow the Singapore publishing schedule reflecting a 17:30 Singapore time market close and Platts Singapore publishing schedule.
They will also be published in Platts Bunkerwire , Bunkerwire Monthly and Biofuelscan .
All FuelEU CO2 abatement assessments are published as mirror symbols in the following fixed pages for daily assessments: CMA2500, ETA2500, and the following for monthly averages: CMA2501, ETA2501. The mirror symbols will also appear in the Carbon Markets Daily report.
