Platts proposes to update SAF NWE and USWC cost of production methodology, effective Aug. 10

Platts, part of S&P Global Energy, is proposing to update its Northwest Europe and its US West Coast Sustainable Aviation Fuel (SAF) cost of production prices, effective Aug. 10, 2026.

Platts recognizes that factors such as input fixed costs have evolved since the initial launch of the cost of production price in 2021, and that technological developments and operational practices continue to influence the cost structure of SAF production.

Based on market feedback, Platts proposes to update the methodology to use S&P Global Energy's Process Economic Program values, which include inputs such as feed rates, capex, yield, and fixed costs.

The prices reflect the production cost of SAF produced via the Hydrotreated Esters and Fatty Acids pathway, using hydrogen, used cooking oil for Europe and beef tallow for US as feedstock.

Coproducts include propane, renewable diesel and naphtha/gasoline, and utility costs considered are natural gas and electricity. The Platts daily prices for feedstocks, coproducts, and utilities are considered.

The main proposed changes are listed below:

Region Category Platts Current Platts Proposed
Northwest Europe and USWC Feedstock feed rate (% mass) 1.595 1.5295

Northwest Europe

Capacity (thousand metric tons/year) 150 200

Northwest Europe

CAPEX ($ million) 130 255
USWC

Capacity (thousand metric tons/year)

150 300
USWC

CAPEX ($ million)

130 330

The prices that would be impacted by this change are listed in the table below:

Assessment name

Refined Symbol

Biofuel Symbol
SAF (H-S, UCO) Cost of Production EXW NWE $/mt BJNWD00 BJNWA00
SAF Cost of Production (H-S, Tallow) w/ Credits USWC ¢/gal

SAF Cost of Production (H-S, Tallow) w/o Credits USWC ¢/gal ASAFJ00 ASAFL00

The prices' related monthly averages would also be impacted.

These proposed changes follow a consultation opened Oct. 3, 2025.
