Platts to launch new CFR Central America PVC assessment, change CFR WCSA basis ports, July 22

Platts, part of S&P Global Energy, will launch a new Polyvinyl Chloride (PVC) Suspension assessment for the Central American market and refine the basis locations reflected in its CFR West Coast of South America PVC assessment, effective July 22, 2026.

New CFR Central America PVC Assessment:

Platts will launch this new assessment to bring additional price transparency in this region. The assessment will reflect the K65 grade, while other comparable grades, such as K66 and K67, may be normalized to this standard. The basis location will be Santo Tomás de Castilla and Puerto Barrios ports.

Other information received outside the standard specifications may be considered for assessment purposes, subject to normalization.

The assessment will be published on Wednesdays at 1:30 pm US Central Time, and will follow the Brazil publishing calendar.

The assessment will be published in Polymerscan and Polymerscan Latin American Edition, on fixed pages PCA0245, PCA0246, PCA0818, on S&P Global Energy Core and in the Platts Price Point Database.

CFR WCSA basis locations:

Platts will remove Cartagena, Colombia as a basis port for its CFR West Coast South America (WCSA) PVC assessment (AASVH00).

Currently, the assessment reflects material delivered to Chile (Valparaiso, San Antonio), Colombia (Buenaventura, Cartagena), Ecuador (Guayaquil) and Peru (Callao).

Based on market feedback, Platts understands that Cartagena is not considered a par port, as US export cargoes to this location do not require transit through the Panama Canal.

The assessment will continue to be published on Wednesdays at 1:30 pm US Central Time, in line with the Brazil publishing calendar.

The CFR WCSA assessment is published in Polymerscan and Polymerscan Latin American Edition, on fixed pages PCA0245, PCA0246, PCA0818, on S&P Global Energy Core and in the Platts Price Point Database.

These changes were initially proposed May 29 for launch July 15. The launch date was postponed to July 22 following market feedback.
