Platts to launch Mexico Clean Energy Certificates assessments July 2

Platts, part of S&P Global Energy, will launch the Mexico Clean Energy Certificates (CELs) price assessment, effective July 2, 2026.

The assessment will provide greater transparency for the growing market of compliant renewable energy certificates in Mexico.

Platts initially proposed the above launch in a subscriber note published May 14, 2026.

CELs are Mexico's primary compliance-based renewable energy instrument that supports clean energy generation and ensure that electricity suppliers and qualified users meet regulatory obligations. Unlike voluntary instruments, such as International Renewable Energy Certificates, CELs are driven by regulatory demand.

The Mexico CEL assessment will reflect the market value of transferable Mexican CELs intended for use in the current compliance period under the S-CEL framework. While CELs do not currently trade with an observable generation-year vintage distinction through S-CEL, market activity is often structured around annual compliance cycles and delivery expectations associated with CEL obligations established under Mexican regulation.

Therefore, the assessment will focus on the prompt bilateral market for CELs relevant to the current compliance period. It will roll to the next compliance period on May 16 every year, following the annual CEL declaration deadline established under the Mexican regulatory framework on May 15. For example, from May 16, 2027, the CELs assessment for the current year would reflect 2027.
