Platts proposes to launch Mexico Clean Energy Certificates assessments, July 1

Platts, part of S&P Global Energy, proposes to launch Mexico Clean Energy Certificates (CELs) price assessments, effective July 1, 2026.

The additional assessments would provide comprehensive Platts' I-REC Mexico coverage and provide greater transparency for the growing market of compliant renewable energy certificates in Mexico.

CELs are Mexico's primary compliance-based renewable energy instrument, introduced to support clean energy generation and ensure that electricity suppliers and qualified users meet regulatory obligations. Unlike voluntary instruments such as International Renewable Energy Certificates, CELs are driven by regulatory demand and play a key role in the country's power market.

The proposed Mexico CEL assessment would reflect the market value of transferable Mexican CELs intended for use in the current compliance period under the S-CEL framework. While CELs do not currently trade with an observable generation-year vintage distinction through S-CEL, market activity is often structured around annual compliance cycles and delivery expectations associated with CEL obligations established under Mexican regulation.

The assessment would reflect the current compliance-period market for prompt bilateral CEL transfers. The assessment would roll to the next compliance period on May 15 every year, following the annual CEL declaration deadline established under the Mexican regulatory framework. For example, from May 16, 2026, the CELs assessment for the current year would reflect 2026.

The proposed assessment would have the following specifications:

Specification Details
Assessment Name Mexico Clean Energy Certificates (CELs)
Volume Min 1 MWh
Delivery Current-year delivery. Roll date May 15 – if price is not assessed on May 15, rollover will be on the next assessment date
Frequency Weekly, every Thursday
Pricing Unit USD/MWh with conversions in MXN/MWh.
Timestamp 3:30 pm Mexico City close
Holiday Calendar Mexico holiday calendar. In case of public holiday on a Thursday, the assessment will take place on the prior working day.
