Platts, part of S&P Global Energy, proposes the launch of four new FOB China rare earth elements price assessments, effective June 30, 2026.
The four monthly assessments would be for oxide forms of neodymium-praseodymium (NdPr), dysprosium, terbium and samarium, and would complement four CIF North America assessments for the same oxides Platts launched on March 31, 2026: https://www.spglobal.com/energy/en/pricing-benchmarks/our-methodology/subscriber-notes/033126-platts-launches-market-first-alternative-supply-chain-rare-earth-elements-assessments .
Specifications for the new FOB China assessments would be as follows:
| Assessment | Quality | Quantity | Dimensions/Form | Delivery Incoterm/Location | Timing | Payment | UOM |
| NdPr oxide FOB China |
TREO content 99.5% minimum (75:25 Nd to Pr ratio standard) |
500 kg min | Powder | FOB China | Loading within 30 days | At sight | $/kg |
| Dysprosium oxide FOB China | TREO content 99.9% minimum | 100 kg min | Powder | FOB China | Loading within 30 days | At sight | $/kg |
| Terbium oxide FOB China | TREO content 99.9% minimum | 100 kg min | Powder | FOB China | Loading within 30 days | At sight | $/kg |
| Samarium oxide FOB China | TREO content 99.5% minimum | 200 kg min | Powder | FOB China | Loading within 30 days | At sight | $/kg |
The new assessments would be published on S&P Global Energy Core, on new fixed pages and in the Platts pricing database.
The assessments would be published on the last business day of each month, following a US holiday calendar and reflecting a 10 am US Eastern price assessment timestamp.
China is a global leader in the rare earth sector, accounting for about 60% of the world's mine production of rare earth elements -- required to produce permanent magnets found in everything from consumer electronics and medical devices to electric vehicles and airplanes -- and as much as 91% of global refining and processing capability, according to the International Energy Agency.
