Platts, part of S&P Global Energy, clarifies that the current CFR Northwest Europe duty-unpaid ammonia assessment methodology will continue to apply in the event the European Commission suspends import duty for ammonia from all countries except Russia and Belarus.
As detailed in the Global Fertilizers Specifications Guide, available here, "In lieu of price information, the assessment [CFR NW Europe (duty unpaid)] will consistently sit at a 5.5% discount to the daily CFR NW Europe duty paid/free ammonia -- reflecting the EU's third-party duty."
Platts wishes to clarify this following a proposal by the European Commission Feb. 20 that the current 5.5% ad valorem import duty on ammonia -- other than that from Russia and Belarus -- be suspended for a period of one year.
In 2025, Russia was the single largest seaborne supplier of ammonia to the EU, accounting for 680,000 mt -- nearly 27% -- of the 2.56 million mt total.
If the European Commission goes ahead with the suspension of import duty on ammonia from countries except Russia and Belarus, Platts current CFR Northwest Europe duty-unpaid ammonia assessment methodology will remain in place.
