Holds 30% of Vietnam's cement capacity
199 extraction licenses issued by end-2025
Authorities in Vietnam's Ninh Binh province are stepping up oversight of mineral extraction to ensure a stable supply of raw materials for the cement and construction materials industries, the Vietnam Cement Association said in a statement March 16.
The province is tightening oversight of limestone and clay mining to ensure compliance with environmental regulations while safeguarding long-term availability of these resources for cement production, the association said.
Ninh Binh is one of Vietnam's key cement hubs, with abundant limestone reserves and a high concentration of cement plants, it added.
The province had 11 cement producers operating 22 production lines, with a combined capacity of about 37 million metric tons/year as of the end of 2025, accounting for nearly 30% of Vietnam's total cement capacity, according to the statement.
Major producers in the province include Xuan Thanh Cement, Thanh Thang Cement and The Vissai.
The province currently has about 70 limestone and construction material quarries, while authorities have issued 199 valid mineral extraction licenses as of the end of 2025, the association said.
Of these, 31 licenses for minerals, including cement, limestone and clay, were issued by the national government, while 168 permits for common construction materials were granted by the provincial government, it added.
Local authorities said that stricter supervision of mineral extraction and environmental compliance will help ensure efficient resource use and support the ongoing development of the province's cement industry.
