Exports drop 18% as consumption remains weak
Industry seeks Eur800 mil support for green shift
Cement production in Catalonia fell to 3.25 million mt in 2025 from 3.4 million mt in 2024, a 4.8% decline, underscoring long-term structural weakness in the regional market, data from Catalan cement-manufacturers association Ciment Català showed Feb. 23.
Exports also dropped 18% year over year, falling to 1.4 million mt from 1.8 million mt, the group added.
The association described the 2025 market as "flat and stable," but noted domestic consumption remained below 2.5 million mt for the 14th consecutive year, placing per capita consumption at around 300 kg/inhabitant, roughly 30% below the EU average.
It said this level of consumption is comparable to 60 years ago, despite the population having doubled, calling it "insufficient for a modern and developed country such as Catalonia."
"We remain committed to investing in decarbonization and meeting EU carbon reduction targets for 2030, while working toward climate neutrality by 2050," Ciment Català President Salvador Fernández Capo said.
He added that regional manufacturers have invested around Eur800 million in local plants and called for a larger share of CO₂ tax revenues to support decarbonization and secure European Innovation Funds, measures needed to make "decarbonization projects at Catalan cement plants viable."
Fernández Capo also urged authorities to implement effective green public procurement and streamline administrative procedures, particularly for low-carbon projects, to facilitate the sector's transition toward sustainability.
