PGN expedites Oct delivery to Sep from Donggi Senoro project

Sep deliveries via long-term contracts to international buyers unaffected

Indonesia has finalized its LNG supply for domestic use in September, confirmed SKK Migas spokesperson Hudi D. Suryodipuro to Platts, part of S&P Global Energy, on Sept. 2.

"SKK Migas and production sharing contractors have worked to meet domestic LNG demand through September 2025 by optimizing upstream gas/LNG production and holding commercial talks with upstream LNG buyers for exports. In principle, supply for September 2025 is already secured," Suryodipuro said.

Approximately 9-10 LNG cargoes were allocated for the domestic market to ensure sufficient supply to meet rising local demand, while long-term exports to international buyers remain unaffected, according to sources with direct knowledge.

The allocated volumes include long-term offtakes by state utility PLN (Persero) and cargoes sourced from uncommitted volumes, rather than through deferments or cancellations of long-term exports to international buyers. The exact number of cargoes sourced from uncommitted volumes was not disclosed at the time of writing.

State gas company PT Perusahaan Gas Negara Tbk (PGN) is expected to receive 1-2 September delivery cargoes from Donggi Senoro and Tangguh projects, while the remaining 7-8 cargoes will be taken by PLN (Persero) to meet contracted electricity demand, sources said.

Notably, one of the cargoes from the Donggi Senoro project that was originally slated for October delivery has been expedited for early-September arrival for PGN, a source familiar with the matter said.

PLN currently holds long-term offtake agreements for LNG exports from Tangguh LNG amounting to 3.39 million mt per annum, according to data from Energy.

PLN's LNG demand for September-December deliveries could potentially reach 16 cargoes, a market source said.

In August, Indonesia allocated two to three uncommitted LNG cargoes to the domestic market to ensure adequate domestic supply. The total allocation for domestic demand in August totaled 7-8 cargoes.

As of Sept. 2, Indonesia has exported 11.24 million mt of LNG in 2025, Energy data showed.

Platts assessed the JKM -- the benchmark price for cargo delivered to Northeast Asia -- for October at $11.407/MMBtu on Sept. 2.
