Platts proposes to change the basis of bunker fuel assessments in the north African port of Ceuta from a delivered basis to an ex-wharf basis, effective July 1, 2013. The proposed change of basis reflects market feedback on standard supply practices in the Spanish port. The majority of ship owners choose ex-wharf or ex-pipe delivery in Ceuta over barge delivery for cost efficiency. Logistics in the port provide predominantly ex-wharf supply, while typically just one barge for bunker fuel deliveries operates in the port. Platts currently normalizes activity reported in Ceuta's ex-wharf bunker market to reflect delivered assessments, using barge rates and other factors as relevant.
