Subscriber note: Proposed Duty+RIN assessments for USAC gasoline cargoes

Platts proposes to start publishing a Duty and Renewable Identification Number credit (Duty+RIN) assessment alongside each of its existing US Atlantic Coast gasoline cargo assessments beginning January 3, 2011. The assessments will reflect gasoline duty, RIN credits and import fees, including the Harbor Maintenance Fee, Merchandising Process Fee and Spill Tax, for each gasoline cargo assessed in the US Atlantic Coast. Platts publishes seven gasoline cargo assessments for the USAC. Currently Platts assesses only one daily value for Duty+RIN. At the same time, from January 3, 2011, Platts proposes to factor in the value of the 2011 biodiesel, ethanol, advanced biofuel and cellulosic biofuel RIN credits into the RIN component of the Duty+RIN assessments. These renewable fuels are mandated by the US Environmental Protection Agency, and Platts assessments for all these renewable fuels will be found on Platts Global Alert page 597. Currently Platts reflects the current year's biodiesel and ethanol RIN credits alone in its Duty+RIN assessment, which is factored into the New York gasoline cargo inside-duty assessments. The assessments will be published in Platts US Marketscan and on page 14 of real-time service Platts Global Alert. They will additionally be available in the Platts price database, in Dispatch category PN, under data codes that will be announced in due course.
