SUBSCRIBER NOTE: Platts proposes new Latin American refined products assessments

Following a formal review since June 19, 2015, of its refined product assessments in Latin America, Platts is proposing some substantial changes to the assessments to reflect recent changes in regional market dynamics.

Specifically, Platts is proposing a number of new assessments and discontinuations of some assessments which no longer reflect current trading patterns.

Platts proposes adding assessments in Eastern Mexico on a CIF Tuxpan basis for ULSD and the RBOB gasoline blend designated for use in Mexico City meeting the country's specifications, delivering 7 to 21 days forward in parcels of 250,000 to 350,000 barrels, priced in US dollars per barrel.

In Colombia, Platts proposes adding an assessment on a DES Colombia basis for diluent naphtha meeting Ecopetrol's specifications, delivering 15 to 30 days forward in parcels of 170,000 to 180,000 barrels, priced in US dollars per barrel.

In Ecuador, Platts proposes assessing ULSD and RON 93 gasoline on a CIF Esmeraldas basis, meeting Petroecuador's specifications, delivering 15 to 30 days forward in parcels of 200,000 to 300,000 barrels, priced in US dollars per barrel.

In Peru, Platts proposes assessing ULSD on a CIF Peru basis meeting Petroperu's specifications, delivering 15 to 30 days forward in parcels of 250,000 to 350,000 barrels, priced in US dollars per barrel. Platts also proposes assessing natural gasoline on a FOB Pisco basis, loading 7 to 21 days forward in parcels of 300,000 barrels.

In Argentina, Platts proposes adding an assessment for ULSD meeting YPF?s specification on a CIF La Plata basis delivering 15 to 30 days forward in parcels of 250,000 to 350,000 barrels, priced in US dollars per barrel.

Platts is proposing to launch these assessments with effect from February 1, 2016. For all these assessments, Platts would publish outright values reflecting a 2:15 Houston timestamp. In the absence of firm bids, offers or trades for these specific commodities Platts will analyze spread differentials to related markets such as US Gulf Coast products.

Platts has also published a separate subscriber note detailing the proposed discontinuation of some of the existing Latin American refined product assessments.
