S&P Global Platts proposes to begin reflecting loadings from Texas International Terminals' Galveston terminal in its USGC HSFO Market on Close assessment process, effective Jan. 11, 2021. This would be added to the list of current approved terminals for FOB Galveston Bay loadings in the USGC high sulfur fuel oil assessment process.
The terminal, located along the Galveston Ship Channel, includes 325,000 barrels of storage for crude oil and refined products, and has blending operations. The terminal has a draft vessel berth with 40 ft max draft accommodating up to a Panamax along with three barge berths with 15 ft max draft. Further expansion, including two additional ship berths for post-Panamax classes with 45 ft drafts, is planned.
This terminal is already on the list of approved terminals for FOB Galveston Bay loadings in the Platts Marine Fuel 0.5%S MOC process.
Currently, the Platts USGC HSFO assessment reflects fuel oil loading basis FOB Houston from the following terminals: Magellan Galena Park Terminal, Bayport Container Terminal (LBC), Houston Fuel Oil Terminal (HOFTI) and Battleground Oil Specialty Terminal (BOSTCO).
Platts may also publish bids, offers and trades on any basis other than FOB Houston, including FOB New Orleans and FOB Galveston Bay, but these may be normalized for reflection in the USGC HSFO assessment.
Currently, approved terminals for FOB Galveston Bay loadings comprise NuStar Texas City and World Point Terminals Pelican Island; while approved terminals for FOB New Orleans loadings comprise Gretna, Marrero and St. Rose.
