Following a proposal note published on October 11, 2017, and market feedback, S&P Global Platts confirms that it will launch seven new dry bulk time charter equivalent freight assessments for Panamax and Supramax vessels, effective January 1, 2018.
The new TCE assessments will reflect spot fixture activity on these routes.
The TCE assessments for Panamax and Supramax vessels will reflect $/day pricing and will be derived from the respective voyage rates published by Platts on a $/mt basis.
The TCE assessments will be calculated using bunker prices published by Platts.
The port charges, vessel speed and consumption used in the TCE calculations are arrived at by extensive market survey and reflect market practice.
All assessments will be basis loading and discharge on Sundays and holidays included (SHINC) per weather working day at both ends; sea margin of 5% and total commission at 5%.
In addition to the four routes originally proposed, Platts will launch three more routes reflecting alternative delivery ports, basis dropping outward pilot (DOP).
The alternative ports reflect the breadth of market practice that Platts has observed. The full list of new assessments is shown below :
* PPTCE10 Hampton Roads, Virginia to Rotterdam, Netherlands, 70,000 mt (plus/minus 10%) in $/day, DOP Rotterdam * PPTCE26 Santos, Brazil to Qingdao, China, 60,000 mt (plus/minus 10%) in $/day, DOP Singapore * PPTCE261 Santos, Brazil to Qingdao, China, 60,000 mt (plus/minus 10%) in $/day, DOP Gibraltar * PSTCE12 New Orleans, Louisiana to Kashima, Japan, 50,000 mt (plus/minus 10%) in $/day, DOP SWP *PSTCE121 New Orleans, Louisiana to Kashima, Japan, 50,000 mt (plus/minus 10%) in $/day, DOP Gibraltar * PSTCE17 Houston, Texas to Krishnapatnam, East Coast India, 50,000 mt (plus/minus 10%) in $/day, DOP SWP * PSTCE171 Houston, Texas to Krishnapatnam, East Coast India, 50,000 mt (plus/minus 10%) in $/day, DOP Gibraltar
The terms for the Supramax vessel are based on 57,000 dwt and terms for the Panamax vessel on 81,000 dwt.
