Platts seeks additional information on Tennessee zones 4 and 5

Platts is tracking a number of areas within Tennessee Gas Pipeline Co.'s market-area zones 4 and 5 to better understand how they trade and to determine whether they should be added as new price postings in its daily and monthly bidweek gas surveys.

To assist in this process, Platts is asking data providers that report transactions within Tennessee's zones 4 and 5 to provide either a specific receipt-point description or meter number, or to state in the location description in which zone and pooling area the transaction point is located. This additional information would allow Platts to pinpoint the location within a zone to assess trading liquidity. If your company reports to this level of detail already, no further action is requested.

In zone 4, which spans Ohio and Pennsylvania, please indicate whether the transaction location is in either the "200 Leg" pool or the "300 Leg" pool (see Tennessee's pool descriptions below). The one exception to this zone-4 request is for transactions at Tennessee's interconnect with Rockies Express Pipeline in Guernsey and Muskingum counties in Ohio. Transactions there are used in Platts' existing "Tennessee Gas Pipeline Co., Zone 4-Ohio" postings and should be specifically labeled as such.

In zone 5, which spans New York and New Jersey, please indicate whether the transaction location is in the "200 Leg" pool, the "300 Leg" pool or on the "Niagara Spur."

Please note this is not a formal solicitation for comments on proposed new pricing locations. Rather, this is a request to data providers for more location detail on transactions in these areas. If Platts decides to propose adding points to its surveys, it will publish a subscriber note requesting comments.

In all transactional reporting, regardless of pipeline, Platts prefers to receive location information that describes the transaction point in as much detail as possible to aid in mapping transactions, identifying pricing changes within existing pricing areas and identifying potential new pricing points. Platts welcomes inquiries from any data provider that would like assistance in identifying and describing transaction locations. The following Tennessee market-area pooling-area descriptions are taken from Tennessee's tariff:

Zone 4 pools:

"200 Leg - Zone 4: All points of receipt on Transporter's 200 Line in the states of Ohio and Pennsylvania."

"300 Leg - Zone 4: All points of receipt on Transporter's 300 Line in the state of Pennsylvania, including all points of receipt on the H-C Line between Station 313 in Coudersport, Pennsylvania and the Pennsylvania-New York state line."

Zone 5 pools:

"200 Leg - Zone 5: All points of receipt on Transporter's 200 Line in the state of New York, excluding the Niagara Spur, but including all points of receipt on the H-C Line between the Pennsylvania-New York state line and Station 237 in Clifton Springs, New York."

"300 Leg - Zone 5: All points of receipt on Transporter's 300 Line in the states of New York and New Jersey."

"Niagara Spur - Zone 5: All points of receipt on Transporter's Niagara Spur beginning at the suction side of Station 230C in Niagara, New York and ending at the suction side of Station 230B in East Aurora, New York."
