Following a review of trading practices and Columbia Gas Transmission Corp.'s operations, Platts is updating its daily Columbia Gas, Appalachia assessment methodology description, published in the North American Natural Gas methodology and specification guide.
The update confirms that Platts will continue to reflect in its assessment process Interruptible Paper Pool (IPP pool) transactions, transported using Columbia Gas Transmission's IPP Rate schedule, at system-wide pools, interconnects and on-system points.
Gas restricted from using the IPP pool service will not be included in the assessment process. The existing description in the methodology guide predates prolonged periods of system constraint, which now occur due to the changes in North American gas production and distribution, prompting this update.
The description for the daily location as published in the Platts methodology and specifications guide is updated to:
Columbia Gas, Appalachia (daily survey) Deliveries into Columbia Gas Transmission's Interruptible Paper Pool (IPP pool) from any source on Columbia Gas. Deliveries into the IPP pool, which is also known as the "TCO Pool," are transported using Columbia Gas' IPP Rate schedule and can originate from any source delivered into Columbia Gas' system, including unrestricted aggregation points under the pipeline's AS rate schedule. Columbia Gas operates supply pool and market-area storage facilities within this northern Appalachia region, which has growing local production. Prices reflect Interruptible Paper Pool transactions at system-wide pools, interconnects and on-system points.
