S&P Global Platts has removed Texas from the list of states required to participate in the Cross State Air Pollution Rule emissions trading regime for Group 2 SO2 allowances and Annual NOx allowances per the Environmental Protection Agency ruling published in the Federal Register September 29, 2017. Vintage 2017 allowances are negated, but banked allowances of vintages 2015 and 2016 can still be traded.
