SUBSCRIBER NOTE: Platts proposes changes to US spot gas survey

Following initial research, Platts is proposing several additions and changes to its daily and monthly bidweek North American spot-price surveys and is seeking comments on those changes. Under consideration are the addition of a Westcoast Energy, Station 2, location to the monthly bidweek survey; the renaming of the CenterPoint Energy Gas Transmission, East, listing in the daily and monthly bidweek surveys; a modification of the description for Tennessee Gas Pipeline, zone 6 delivered; and the addition of a Tennessee, zone 6 (300 leg) delivered, listing for the daily survey. The one proposed addition and the two proposed changes to the daily survey would become effective trade date November 25 for flow date Tuesday, November 26. The one proposed addition and two proposed changes to the monthly survey would be effective with the late November bidweek trading for December delivery. Westcoast station 2

Following initial research, Platts proposes to add to its monthly bidweek North American spot-price survey a listing for Westcoast Energy Inc.'s Station 2 in north-central British Columbia. Platts already publishes daily spot gas prices for this location. The description for the monthly bidweek location would be the same as the existing description for the daily point:

Westcoast, Station 2 (daily and monthly) Deliveries into Westcoast Energy at compressor station 2 in north-central British Columbia, where much of northern British Columbia and Alberta production is pooled for shipment south and east. The price is reported in Canadian dollars per gigajoule.

The new monthly location would appear in the "Rockies/Northwest" section of the "Market Center Spot Gas Prices" table in Inside FERC's Gas Market Report, Energy Trader and Gas Daily Price Guide. The prices also would be published on Natural Gas Alert and in Platts Market Data.

Enable Gas, East

Following the creation of a master limited partnership by CenterPoint Energy and OGE Energy in March called Enable Midstream Partners, which includes CenterPoint's interstate gas pipelines, Platts is proposing to change the name of CenterPoint, East in the daily and monthly bidweek surveys to reflect the change. In the daily price survey, the new name would appear as Enable Gas, East and in the monthly bidweek survey, it would appear as Enable Gas Transmission LLC, East. This is a name change only. The description is unchanged for the daily and monthly bidweek location and will remain as follows:

Enable Gas, East (daily and monthly survey) Deliveries into Enable Gas Transmission's flex/neutral and north pooling areas in northeastern Arkansas and southeastern Oklahoma. The north pooling area is separated from the south pooling area by a generally northwest-to-southeast line between Le Flore County, Oklahoma, and Bolivar County, Mississippi. The flex (or neutral) pooling area in Oklahoma comprises all of Pushmataha, Latimer, Haskell and Pittsburg counties and the northeast section of Atoka County. In the past, the system was known as CenterPoint Gas Transmission and prior to that, NorAm Gas Transmission, Arkla Energy Resources and, prior to August 1, 2004, Reliant Energy Gas Transmission.

The location would appear in the "Prices of Spot Gas Delivered to Pipelines" table in Inside FERC's Gas Market Report, Gas Daily, Energy Trader and Gas Daily Price Guide and the "Bidweek Physical Basis Prices Delivered to Pipelines" table in Inside FERC's Gas Market Report and Gas Daily Price Guide. The prices also would be published on Natural Gas Alert and in Platts Market Data.

Tennessee zone 6

Following initial research and in response to changing market dynamics, Platts is proposing to modify its description for Tennessee, zone 6 delivered. The amount of dealmaking on Tennessee's 300 leg zone 6 is increasing and prices there are no longer comparable to deliveries on the 200 leg. To reflect the changing dynamic, Platts is proposing to revise its existing description for Tennessee, zone 6 delivered in both the daily and monthly bidweek surveys to the following:

Tennessee, zone 6 delivered (daily and monthly survey) Deliveries from Tennessee Gas Pipeline on the 200 leg in Connecticut, Massachusetts, Rhode Island and New Hampshire.

Tennessee zone 6-300 leg Platts proposes to add to its daily North American spot price survey a listing for Tennessee Gas Pipeline, zone 6-300 leg, where much of the Marcellus Shale production attached to Tennessee is delivered to Eastern markets.

The description for the daily location would be as follows:

Tennessee, zone 6 (300 leg) delivered (daily) Deliveries from Tennessee Gas Pipeline on 300 leg in Connecticut.

The location would appear in the "Citygates" section of the "Daily Price Survey" in Gas Daily, Energy Trader and Gas Daily Price Guide. The prices also would be published on Natural Gas Alert and in Platts Market Data.
