Summer to winter diesel spec change in Russian PFD

Effective October 17 Platts will start reflecting winter grade Diesel 0.1 on a pro-rated basis in the Diesel 0.1 FCA Privolzhsky Federal District assessment, with winter grade being given an increasing weighting in the assessment.

Summer grade will continue to be taken into account until November 15 after which only winter grade will be reflected.
