CIF/CFR steel assessments will not include CBAM
Feedback sought for CBAM cost calculations
Platts, part of S&P Global Commodity Insights, clarifies that its European ferrous assessments published on a CIF or CFR basis will not include the costs associated with the EU's Carbon Border Adjustment Mechanism (CBAM) from January 2026, by nature of the incoterms.
This applies to the following assessments:
| Assessment | Symbol | Frequency |
| HRC CIF Antwerp | STHRA00 | Daily |
| HRC CIF S. Europe Import | SB01143 | Daily |
| CRC CIF Antwerp | STRRA00 | Daily |
| CRC CIF S. Europe Import | SB01085 | Monthly |
| Plate CIF S. Europe Import | SB01182 | Monthly |
| Slab CIF Italy Import | AITAA04 | Weekly |
| HBI CFR Mediterranean Import | AHBIA00 | Daily |
Platts calculations that leverage the above assessments will, in turn, not include any costs associated with CBAM. This includes the CRC CIF Antwerp weekly average and the monthly averages and forex conversions of all of the above Platts price assessments.
The assessments are published in Steel Business Briefing, SBB Steel Markets Daily, Steel Price Report, World Steel Review, on Platts Metals Alert and in the Platts database.
Platts seeks feedback on carbon intensity values used for CBAM cost calculations
Platts is seeking wider market feedback on the need to publish a calculated value for the additional costs associated with CBAM for the imports of steel products into the EU from January 2026, and the appropriate carbon intensity values to underpin these calculations, if published.
CBAM requires importers of steel into the EU to purchase CBAM certificates for imports from Jan. 1, 2026.
As CBAM is phased in, importers will be required to cover the cost of a growing share of embedded emissions. In 2026, they will be responsible for any emissions above 97.5% of the free allowance rates; this CBAM threshold will gradually decline until importers are responsible for the full cost of emissions by 2034.
Platts invites feedback, comments and questions to EMEAMetalsTeam@spglobal.com and pricegroup@spglobal.com.
For written comments, please provide a clear indication if comments are not intended for publication by Platts for public viewing.
