Following the Worldscale Association's publication of circular number 13 for 2018, S&P Global Platts will amend the Worldscale flat rates baskets that are used for $/mt calculations in two clean tanker assessments, effective October 1, 2018.
According to the Worldscale Association circular, flat rates involving the transiting of the Bosporus were revised "in light of recent information regarding the introduction of new escort towage requirements for vessels transiting the Bosporus Strait".
With these amendments, the new flat rates for voyages involving the transiting of the Bosporus can be obtained by adding 16 cents/mt to all rates for voyages involving the strait.
For clean tanker assessments, Platts uses averages of the corresponding baskets of Worldscale flat rates as a basis for $/mt calculations for every route. A full table showing affected Platts assessments, considering Worldscale flat rate amendments is provided below.
