S&P Global Platts proposes to change the description of the Rotterdam-Turkey Handysize scrap freight assessment basis 25,000 mt, to a Rotterdam-Turkey Supramax scrap freight assessment basis 30,000 mt. The proposed effective date is December 1, 2017.
The proposed change is a result of industry feedback. Platts understands that charterers typically rate steel scrap cargoes loaded out of Rotterdam, basis 30,000 mt, on 52,000 dwt Supramaxes due to limited Handymax availability.
This assessment appears in Dry Freight Wire and under the code MSRAT00.
Platts initially proposed to change the basis volume for the assessment in a note published August 15, 2017 (https://www.platts.com/subscriber-notes-details/26787717). That note also proposed an implementation date of October 2, 2017. The new proposal includes a delayed implementation, as well as the change from Handysize to Supramax in the assessment description.
