The rapid development of solar and wind generation in the California Independent System Operator region and Southwest Power Pool has permanently altered the power pricing landscape. During periods of oversupply, both system operators curtail renewable generation to balance the grid. Cal-ISO is unique in that it also curtails renewable generation in response to congestion.
In December 2019, S&P Global Platts launched Cal-ISO renewable generation curtailment indices to provide insight into wind and solar curtailment in the ISO. Upon further research and market feedback, Platts has modified and built on the current daily curtailment indices to launch new renewable generation curtailment indices for SPP and Cal-ISO, called Renewable Curtailment Index (RCI), effective Sept. 2, 2020.
For SPP, the indices will be published in both Megawatt Daily and Energy Trader by calculating daily wind curtailments reported by SPP against real-time generation data, in megawatts.
For Cal-ISO, the indices will be published in both Megawatt Daily and Energy Trade by calculating daily wind and solar curtailments reported by Cal-ISO against real-time generation data, in megawatts. Another key update to this assessment is that Cal-ISO will be divided into Local and System curtailments, to provide further insight into periods of congestion signaled by local congestion and/or oversupply signaled by system curtailments.
