S&P Global Platts has discontinued its summer US Gulf Coast gasoline supplemental assessments, effective Sept. 1, 2020. The summer supplementals, published March 30 to Aug. 31, were calculations derived from Platts' assessment reflecting an adjustment of 1 psi RVP.

The discontinuation followed an announcement from Colonial Pipeline that it would no longer ship 7.8 RVP CBOB (A1), after Georgia received a US Environmental Protection Agency waiver in October 2019 allowing use of higher RVP fuel in the Atlanta area.
This left East Texas, which is not supplied by Colonial Pipeline, as the last remaining 7.8 RVP CBOB region in the southern US.
Colonial Pipeline stopped shipping 7.8 RVP conventional gasoline (M1) in the summer of 2016.
Platts is separately publishing two assessments reflecting the value of 1 psi RVP for US Gulf Coast gasoline blendstocks. This assessments was used to calculate the summer 2020 supplementals for 7.8 RVP pipeline CBOB (A1), pipeline premium CBOB (D1) and waterborne conventional gasoline (M1), prior to their discontinuation, assuming a linear RVP price curve. These prices previously appeared on Platts Global Alert page 332 and in US Marketscan during the summer months. The main assessments for these and other gasoline grades are not affected by the discontinuation of the supplementals.
