Clarification of Panama bunker volumes

Platts 380 CST and 180 CST assessments for Panama (Balboa and Cristobal) reflect a minimum volume of 500 mt and a maximum of 2,000 mt, the same volumetric range as Platts Houston bunker assessments.

This has been the practice in the bunkers assessment process for these two ports in Panama.
