As part of its commitment to providing insight into new markets, S&P Global Platts has started publishing a number of new assessments for ultra low sulfur diesel delivered into Brazil, with effect from August 31, 2018.
The Brazilian energy sector is undergoing significant change, with private companies now importing a significant volume of refined products, with the overwhelming majority of ULSD imports coming from the US.
Platts has added ULSD assessments on a delivered basis to five Brazilian ports, meeting the country's S10 specifications. There are separate assessments for the ports of Itaqui, Suape, Aratu, Santos and Paranagua on a delivered CFR basis.
All of the new assessments represent the value of a single delivered cargo of 250,000-350,000 barrels, reflecting a delivery period of 15-30 days forward from the day of assessment, with single port discharge. All the Brazilian ULSD assessments are published in $/barrel and the equivalent Brazilian Real/cubic meter value.
The assessments will account for the value of freight on a Medium Range tanker, including port dues, loading/discharge time and port time, from the US Gulf Coast to each location. They will also include a quality differential for Brazil's S10 specification versus US Gulf Coast ULSD, waterborne loading costs on the Gulf Coast and the discount for Renewable Volume Obligations.
Platts will publish the assessments in Latin American Wire and US Marketscan, on Platts Global Alert pages 164, 165, 471 and 471 and under the following codes in the Platts pricing database:
