Due to the ongoing logistical and infrastructure disruptions resulting from Hurricane Ida, S&P Global Platts will not publish bids and offers during the Market on Close assessment process for New Orleans bunkers, as well as for the front-end laycan of USGC HSFO and marine fuel 0.5%S in New Orleans from Aug. 30, 2021, until further notice.
Platts will not publish bids and offers in the front-end laycan (seven-nine days forward) for US Gulf Coast HSFO and Marine Fuel 0.5%S in New Orleans due to uncertainty about port conditions. Platts will continue to publish bids and offers for the mid-window (10-12 days forward) and back-end (13-15 days forward) laycans for these markets.
Platts will continue to publish bids and offers for all laycans for USGC HSFO and marine fuel 0.5%S in Houston and Galveston Bay, which are part of the same US Gulf Coast assessment process as New Orleans. These assessments, which are normalized back to a Houston basis, will continue to be published as normal.
Platts will also continue to publish bunker fuel assessments for the port of New Orleans based on relative spreads, derivatives prices and other data.
Platts is closely monitoring the situation as it develops. At this point, it is not clear when normal operations will resume. Platts is requesting feedback on what dates would be reasonable to resume publishing bids and offers as part of the MOC process. Further announcements regarding the MOC process later this week will be made in due course.
