S&P Global Platts wishes to clarify publishing guidelines for bids and offers for UK ULSD specification in the CIF Northwest European ULSD Cargo Market on Close Assessment process.
Following the announcement from the British Standards Institution that the UK specification of ultra-low sulfur diesel (EN 590) from April 30, 2020 carries a limit of 10,000 max for particles of more than 4 microns in diameter per millilitre, all bids and offers reported in the CIF Northwest European diesel cargo MOC for UK specification will be deemed to adhere to the latest version of the BSI EN590, effective immediately. Bids and offers for other merchantable diesel grades requiring or guaranteeing an additional particle count limit must clearly state its inclusion. Platts wishes to remind subscribers that effective September 1, 2020, Platts will amend the Diesel 10ppm UK Cargoes CIF NWE assessment methodology to reflect the value of UK specification diesel delivered into UK ports, published under the existing AAVBH00 code. The assessment would reflect both bids, offers and trades reported through the Platts Market on Close assessment process for UK specification delivered into typical UK ports, alongside indications gathered from the market as well as relevant information around freight and flows for delivery into typical UK discharge ports. Platts gives the greatest priority to fully verifiable and transparent market information. A firm bid or offer that has been published by Platts in accord with its data publishing standards will establish clear parameters for Platts final published assessments.
