Platts, part of S&P Global Commodity Insights, has updated the Biobunker B30 Rotterdam UCOME (ABKRA00) assessment from a calculated to a market-based assessment, effective Aug. 4, 2025.
The updated assessment reflects a marine fuel blend of 30% Used Cooking Oil Methyl Ester (UCOME) with very low sulfur fuel oil (VLSFO). Platts publishes the biobunker market-based assessment as a differential to the Platts FOB Rotterdam Marine Fuel 0.5% Barge assessment (PUMFD00) and as an outright value.

The assessment considers biobunker stems with volumes ranging from 200 mt to 1,000 mt. Additionally, the assessments reflect delivered Rotterdam biobunkers, inclusive of barging and associated costs for delivery into the receiving vessel.
The assessment specifications are as follows:

Platts may consider other delivery periods, volumes, delivery methods and relevant nearby locations and normalize them back to the above specifications.
The delivered biobunker stems would exclude any member state tickets, such as the Netherlands Renewable Energy Units (HBEs).
The biobunker stems considered for the Rotterdam biobunker assessments will have to specify a minimum of 84% greenhouse gas savings for the biofuel component, which is equivalent to the default emissions value of 14.9 gCO2eq/MJ against the 94 gCO2eq/MJ comparator, under the EU Renewable Energy Directive (RED).
The assessment will reflect UCOME, which holds proof of sustainability obtained in the framework of voluntary schemes approved by the European Commission.
Additionally, the assessment reflects specification standards in line with ISO 8217 and EN 14214 for the fuel oil and bio stems, respectively.
The assessment considers information reported to Platts and published as heards throughout the day, including firm bids and offers, trades, and indicative values, as well as any other data deemed relevant to the assessment process.
The daily assessments will reflect a 16:30 London time market close and will follow the Platts London publishing schedule.
The assessment is published on Platts Biofuels Alert, in the Bunkerwire Report, Bunkerwire Monthly, Biofuelscan Report and Biomass-Based Diesel Report.
