Platts to update Biobunker B30 Rotterdam UCOME assessment Aug. 4

Platts, part of S&P Global Commodity Insights, will update the Bio-Bunker B30 Rotterdam UCOME (ABKRA00) assessment from a calculated to a market-based assessment, effective Aug. 4, 2025.

This follows a subscriber note published June 17 detailing the proposed changes, available here: Platts proposes to update B30 VLSFO Rotterdam bio-bunker assessment, Aug. 4.

The updated assessment will reflect a marine fuel blend of 30% Used Cooking Oil Methyl Ester (UCOME) with very low sulfur fuel oil (VLSFO). Platts will publish the bio-bunker market-based assessment as a differential to the Platts FOB Rotterdam Marine Fuel 0.5% Barge assessment (PUMFD00) and as an outright value.

In line with market feedback, the new assessments will consider bio-bunker stems with volumes ranging from 200 mt to 1,000 mt, on a delivered Rotterdam basis, inclusive of barging and associated costs for delivery into the receiving vessel.

Platts may consider other delivery periods, volumes, delivery methods and relevant nearby locations and normalize them back to the above specifications.

The delivered bio stems will exclude any member state tickets, such as the Netherlands Renewable Energy Units (HBEs).

The bio stems considered for the Rotterdam biobunker assessments will have a minimum of 84% GHG savings for the biofuel component, which is equivalent to the default emissions value of 14.9 gCO2eq/M J against the 94 gCO2eq/MJ comparator, under the EU Renewable Energy Directive (RED).

The assessment will reflect UCOME which holds proof of sustainability obtained in the framework of voluntary schemes approved by the EU Commission.

Additionally, the assessment will reflect specification standards in line with the ISO 8217 and EN 14214 for the fuel oil and bio stems, respectively.

The assessment will consider information reported to Platts and published as heards throughout the day, including firm bids and offers, trades, and indicative values, as well as any other data deemed relevant to the assessment process.

The daily assessments will reflect a 1630 London time market close and will follow the Platts London publishing schedule.

The assessments will be published on Platts Biofuels Alert in the Bunkerwire Report, Bunkerwire Monthly, Biofuelscan report and Biomass-Based Diesel Report.
