eWindow MOC extension to 60 seconds

Effective September 1, 2010, and in response to feedback, all global physical and derivative markets that operate within the eWindow environment will have an MOC extension of 60 seconds.

Currently, the extension period for physical markets within the eWindow environment is 180 seconds.

This does not impact the guidelines for markets that do not use the eWindow price discovery tool or markets that operate in eWindow, but without an extension period.
