Correction: NWE IPA assessment for July 19

Due to a manual input error, the high end value for the NWE isopropyl alcohol (IPA) assessment for July 19 was published incorrectly as Eur1,565/mt FD NWE. The correct high end value has been corrected and now reads as Eur1,165/mt FD NWE.
