SUBSCRIBER NOTE: Platts proposes changes at Tetco M-3 and Transco Zone 5

Following an initial review of market conditions, Platts is now seeking formal feedback on proposals to change the methodology specifications for Texas Eastern, M-3 and Transco, Zone 5 delivered. The changes would take effect in both the daily and monthly gas price surveys.

1. Texas Eastern, M-3 (daily and monthly survey) Platts is proposing to exclude gas delivered from Texas Eastern in the Manhattan area from the Texas Eastern M-3 daily and monthly price surveys.

The Texas Eastern, M3 specifications would appear as follows:

Texas Eastern, M-3 (daily and monthly survey)

Deliveries from Texas Eastern Transmission beginning at the outlet side of the Delmont compressor station in Westmoreland County, Pennsylvania, easterly to all points in the M3 market zone, except for deliveries to Transcontinental Gas Pipe Line at Lower Chanceford and deliveries in the Manhattan area.

2. Transco, Zone 5 delivered (daily and monthly survey) Platts is proposing to exclude transactions at the Washington Gas Light Company receipt point located within Transcontinental Gas Pipe Line's Zone 5.

The Transco, Zone 5 delivered specifications would appear as follows:

Transco, Zone 5 delivered (daily and monthly survey) Deliveries from Transcontinental Gas Pipe Line on the 30-inch, 36-inch and 42-inch lines from the Georgia/South Carolina border to the Virginia/Maryland border, excluding deliveries at the Washington Gas Light Company point in Fairfax County, Virginia. Deliveries into Transco at the Pleasant Valley receipt point near Fairfax, Virginia, from Dominion's Cove Point LNG terminal are also not included. Both of the proposed changes would take effect beginning on trade date Friday, July 31, for flow dates Saturday, August 1, through Monday, August 3, for the daily price survey and for the August 2015 monthly price survey.
