Following feedback from market participants, S&P Global Platts will launch regular and premium CBOB 13.5 RVP gasoline blendstock instruments in the Platts Market on Close assessment process for the US Atlantic Coast market through eWindow technology from June 19, 2017.
Participants in the MOC process will be able to submit bids or offers for publication directly through the eWindow communication tool, or do so through an editor who would then publish the bids and offers using the software.
Bids, offers and trades for regular CBOB 13.5 RVP and premium CBOB 13.5 RVP instruments in the USAC market will appear in the eWindow software under the product names "Platts Gasoline 358" and "Platts Gasoline 357," respectively. These will be available for the FOB New York Harbor barge, Buckeye Pipeline and the combined barge/Buckeye markets -- for both the first-month and second-month pricing bases. Headlines generated by the software on Platts Global Alert will carry these prefixes.
Platts expects credit relationships that prevail inside its assessment environment to fully reflect relationships in the market as a whole, and apply to these new instruments as well.
The USAC market typically switches from 9 RVP CBOB to 13.5 RVP CBOB in the fall, and from 15 RVP CBOB to 13.5 RVP CBOB in the spring. According to Buckeye Pipeline's schedule, 13.5 RVP CBOB is expected to begin shipping in the first half of September, replacing shipments of 9 RVP product. In March 2018, a transition from 15 RVP CBOB to 13.5 RVP CBOB is expected.
Detailed timelines for the transition to and from 13.5 RVP product for Platts' gasoline assessments in the pipeline and barge markets will be provided in subsequent subscriber notes, with decisions based on shipping information and market feedback at the time.
