Platts is proposing to amend the defined delivery window in its methodology for its metallurgical coal and coke assessments on a CFR China and CFR India basis to better reflect market practice. Assessments on a CFR China basis would reflect cargoes arriving in 20-65 days, compared with the current window of 30-75 days. This change would apply to the following assessments: HCC Peak Downs Region, Premium Low Vol, HCC 64 Mid Vol, Low Vol PCI, Low Vol 12 Ash PCI, and Semi Soft. While price data on cargoes with delivery time frames falling outside this window will be excluded from the assessments, transactions for on-the-water cargoes of US origin would be analyzed for pricing consistency. For PCI and semi-soft coal assessments, prompter Russian cargoes will also be analyzed for pricing consistency. Assessments on a CFR India basis would reflect cargoes arriving in 22-65 days, compared with a current window of 21-60 days. This change would apply to HCC Peak Downs Region, Premium Low Vol, HCC 64 Mid Vol, Low Vol PCI, Low Vol 12 Ash PCI, Semi Soft and Met Coke assessments. While price data on cargoes falling outside this window will be excluded from the assessments, transactions for on-the-water cargoes of US origin would be analyzed for pricing consistency. Platts seeks feedback on this proposal through June 25, with a view to implementing any change in specifications effective August 1.
