Platts adds water specification to USGC 3

Effective June 1, 2010, Platts has added a water specification of 0.5% maximum to its existing US Gulf Coast 3% sulfur fuel oil basis.

This change brings the Platts USGC 3% sulfur fuel oil specification more in line with typical market practices.
