SUBSCRIBER NOTE: Platts to change to Americas bunkers timing guidelines

Following a period of industry feedback, Platts will change the guideline which currently prevents any further price changes in the final two minutes of the MOC process to allow changes to bids and offers up until the final minute, with effect from June 9. This matches timing employed in other Americas markets where eWindow technology is present.

With effect from July 1, 2016, Platts will also remove this final minute price freeze for Americas bunkers bids and offers in the eWindow environment, in order to align the bunkers MOC process with previously announced changes to US fuel oil MOC processes.

This change only affects bids and offers communicated through the eWindow environment. The two-minute freeze continues to apply to all other bids and offers.

Platts announced May 19, 2016 that it plans to facilitate the Market on Close assessment process for Houston, New York, Los Angeles and Balboa bunkers through eWindow technology with effect from June 9, 2016.

Participants in the Platts MOC assessment process will be able to submit bids or offers for publication directly through the eWindow software, or through an editor, who would then publish bids and offers using the software.

Bids, offers and trades for 380 CST bunkers appear in the eWindow software under the product name "Platts Bunker 380 CST 3.5%". Headlines generated by the software on Platts Global Alert will also carry these prefixes.
