Platts seeks comment on N. American natural gas price locations

Platts is considering adding or deleting several pricing locations published in its daily and monthly bidweek North American natural gas surveys, and is seeking comments to help determine how to best define the potential new locations.

Potential additions:

Four new locations are under consideration--two for the monthly bidweek market, one for the daily market and one for both the monthly and daily markets.

Leidy Hub

Platts is considering the addition of a Leidy Hub posting in its monthly bidweek survey. As planned, the bidweek Leidy location would be identical to the location Platts publishes for the daily market. Platts has been tracking trade liquidity in the bidweek market and believes it has risen to a level that will support a viable monthly posting.

Platts' description for the Leidy Hub is "Deliveries into and from Dominion Transmission, National Fuel Gas Supply, Columbia Gas Transmission, Texas Eastern Transmission and Transcontinental Gas Pipe Line in the vicinity of the Leidy storage facility in Clinton County, Pa." The monthly bidweek postings would appear in the "Northeast" section of the "Market Center Spot Gas Prices" tables in Inside FERC's Gas Market Report, Energy Trader and Gas Daily Price Guide and the "Market Center Bidweek Physical Basis Prices" table in Inside FERC's Gas Market Report and Gas Daily Price Guide.

Emerson, Viking GL

Platts is considering the addition of an Emerson, Viking GL posting in its monthly bidweek survey. As planned, the bidweek location would be identical to the location Platts publishes for the daily market. Platts has been tracking bidweek trade liquidity at the Emerson, Manitoba, interconnects at the US/Canadian border between TransCanada PipeLines and Great Lakes Gas Transmission Co. and Viking Gas Transmission and believes it has risen to a level that will support a viable monthly posting.

Platts' description for Emerson is "Deliveries into Great Lakes Gas Transmission from TransCanada PipeLines at the Emerson 2 compressor station at the US/Canadian border at Emerson, Manitoba, and deliveries into Viking Gas Transmission from TransCanada at the Emerson 1 station." The monthly bidweek postings would appear in the "Upper Midwest" section of the "Market Center Spot Gas Prices" tables in Inside FERC's Gas Market Report, Energy Trader and Gas Daily Price Guide and the "Market Center Bidweek Physical Basis Prices" table in Inside FERC's Gas Market Report and Gas Daily Price Guide.

Tennessee Gas Pipeline Co., zone 4-300 leg

Platts is considering adding a new posting to its daily and monthly bidweek surveys to capture trades of production receipts on Tennessee Gas Pipeline's 300 leg in Pennsylvania.

As initially envisioned, the new pricing location would be a delivered-to-Tennessee posting that includes all points of receipt on Tennessee's 300 leg in the state of Pennsylvania, which also includes all points of receipt on the H-C Line between Station 313 in Coudersport, Pennsylvania, and the Pennsylvania-New York state line.

The monthly bidweek postings would appear in the "Prices of Spot Gas Delivered to Pipelines" tables in Inside FERC's Gas Market Report, Energy Trader and Gas Daily Price Guide and the "Bidweek Physical Basis Prices Delivered to Pipelines" table in Inside FERC's Gas Market Report and Gas Daily Price Guide. The daily "Tennessee, zone 4-300 leg" posting would appear in the "Appalachia" section of Gas Daily's "Daily price survey" table and the "Northeast" section of Energy Trader's "Daily spot gas prices" table.

White River Hub Platts is considering adding a new posting to its daily survey to reflect trading at the White River Hub in Rio Blanco County, Colorado. The White River Hub is a joint-venture header system owned by Questar Pipeline Co. and Enterprise Products Partners LP designed to provide access to downstream markets for gas produced in northwest Colorado's Piceance Basin. The new posting would be designed to capture transactions delivered to or from any of the White River Hub's interconnects and pools. The daily "White River Hub" posting would appear in the "Rockies" section of Gas Daily's "Daily price survey" table and the "Rockies/Northwest" section of Energy Trader's "Daily spot gas prices" table. Additionally, Platts is considering discontinuing postings for three locations that no longer trade actively -- one in the daily survey, one in the monthly bidweek survey and one that appears in both.

Stingray Pool

In the daily survey, Platts proposes to discontinue its posting for the Stingray Pool. The posting would be discontinued a minimum of six months after publication of a final notice. The Stingray posting has never been published in the monthly survey.

Stanfield, Ore.

In the monthly bidweek survey, Platts proposes to discontinue its posting for Stanfield, Ore. The posting would be discontinued a minimum of six months after publication of a final notice. The Stanfield posting would continue to be published in the daily survey. NGPL, La.
