SUBSCRIBER NOTE: Platts to launch Linden, New Jersey, gasoline assessments

Platts will launch new conventional unleaded 87, CBOB and RBOB assessments on the US Atlantic Coast reflecting the value of product coming off the Colonial Pipeline at Linden, New Jersey starting August 1, 2016.

The evolution of the gasoline and blendstocks marketplace on the US Atlantic Coast has led to increased visibility of spot trades for both conventional gasoline, RBOB and CBOB as they come off the Colonial Pipeline at Linden.

Platts began a review of the liquidity for offline Colonial trading in early December 2015. Within a few weeks, it became clear that the market showed enough liquidity to support new assessments.

On January 22, 2016, Platts published notice of its intent to start new assessments reflecting CBOB and unleaded 87 coming off the Colonial Pipeline in Linden, New Jersey.

Platts requested market feedback about the proposed new assessments, a feedback period which ended February 1, 2016.

Platts new assessments will reflect CBOB, RBOB and conventional gasoline (M grade) delivery into Linden, reflecting a minimum volume of 25,000 barrels and maximum volume of 75,000 barrels.

Platts will assess the first full pipeline cycle available for trade in the market on any given day. The RVP level will be consistent with the lowest fungible grade shipped on the Colonial Pipeline at that time of year.

The market will be assessed on an FOB, ex-pipe basis.

Colonial Pipeline shipments are scheduled according to cycles. There are typically six cycles per month, for a total of 72 cycles per year. Platts will assess the first full shipping cycle, which would be the next cycle after each prompt cycle currently delivering into Linden.

For example, on April 7, if Cycle 14 is delivering product at Linden up until April 10, then the Platts assessments at Linden would reflect product coming up the line on Cycle 15.

All three assessments will roll to the next cycle at the same time.

For conventional unleaded 87, denoted as M grade by Colonial Pipeline, Platts will reflect octane of min 87 (R+M)/2, Lead of max 0.01 g/ gal, Gravity of max 62 API.

For CBOB, Platts will reflect octane of min 82 (R+M)/2 before blending with 10% denatured ethanol, sulfur of max 80ppm. For RBOB, Platts assessments reflect 83.7 octane (R = M) / 2. Each new assessment will include three data points: a price in cents/gal, an RVP value and the corresponding Colonial Pipeline cycle number.
