SUBSCRIBER NOTE: Platts proposes change to RIN methodology

Effective May 20, 2013, Platts proposes to amend RIN methodology as follows: 1. Contract volume: D6 RIN assessments shall be adjusted from the current 1,000,000 standard to reflect 500,000 trades as standard. 2. Assessment schedule: Year-ahead RIN assessments will be launched on the first working day of July of the prior year. For example, 2014 RIN shall be assessed for the first time on July 1, 2013. Platts will stop publishing each specific RIN year assessment on the last US working day of January two years after the year in question. For example, the last assessment for 2012 RIN shall be on January 31, 2014. 3. Transfer dates: Platts will reflect current year and previous year RIN where the seller has the obligation to transfer the RIN to the buyer during the first full calendar month forward from date of execution. For example, a seller of a RIN on June 7, 2013 has the obligation to transfer that RIN to the buyer no later than the last working day of July 2013. For year-ahead RIN assessments, the seller has the obligation to transfer the RIN to the buyer no later than the following February 28. For example, if an entity sells a 2014 RIN during July 2013, the seller must transfer that RIN to the buyer no later than February 28, 2014.
