S&P Global Platts proposes to include Tarragona in its CIF Mediterranean ultra-low sulfur diesel cargo as well as 0.1% CIF Med gasoil Market on Close assessment processes with effect from July 2, 2018.
Under the proposal, Platts would publish bids, offers and trades for CIF Mediterranean diesel and 0.1% gasoil cargoes into the Spanish disport of Tarragona.
The Tarragona port serves the nearby oil refinery and imports around seven cargoes of oil products a month including diesel cargoes. Product vessels calling at the port have an observed deadweight of up to around 50,000 mt. The diesel berths typically take vessels with deadweight of up to around 40,000 mt and a maximum draft of 11.25 meters while the high sulfur gasoil berth can take vessels with deadweight of up to 100,000 mt and a maximum draft of around 12 m.
The CIF Med ULSD assessment will continue to reflect cargoes delivery CIF basis Lavera. Deliveries into alternative Mediterranean locations may continue to be considered in the assessment process and normalized to reflect value basis Lavera. The CIF Med 0.1% Gasoil assessment will continue to reflect cargoes for delivery CIF basis Genoa. Deliveries into alternative Mediterranean locations may continue to be considered in the assessment process and normalized to reflect value basis Genoa.
Under the proposal, the location would be added to eWindow functionality at a later date. In the interim, Platts would expect market participants wishing to bid or offer into the port via the eWindow software to select the generic "Port" hub and specify the port of Tarragona in the Terms, Quality and Conditions (TQC) box.
The CIF Med ULSD cargo assessment is published in the Platts European Marketscan and PGA page 1420 and is identified in the Platts price database under the code: AAWYZ00. The Gasoil 0.1% CIF Med cargo assessment is also published in the Platts European Marketscan and PGA page 1420 and is identified in the Platts price database under the code: AAVJJ00.
