SUBSCRIBER NOTE: Platts amends some Northwest European diesel, gasoil freight netbacks

Effective Monday, April 1, 2019, S&P Global Platts will amend the Worldscale flat rates used to calculate the following assessments, calculated as freight netbacks:

Gasoil 0.1%S FOB NWE Cargo (Code: AAYWR00) ULSD 10ppmS FOB NWE Basis Le Havre Cargo (Code: AAWZD00) ULSD 10ppmS CIF NWE Basis Le Havre Cargo (Code: AAWZC00).

The amendment follows the release of Worldscale Association Circular Number 19, effective March 14, 2019, which revised the $/mt flat rates for all cargoes loading or discharging at the French port of Le Havre.

The Worldscale Association said it was revising the flat rates to and from the French port of Le Havre "in light of recent information regarding compulsory standby tug requirements and towage costs at Antifer (Havre rates apply)", which meant "amended rates for voyages involving Havre are obtainable by deducting USD 0.10 to all rates for voyages involving this port".

In light of the changes highlighted in the circular, Platts will revise the Worldscale flat rates employed for the following assessments.

The flat rate used to calculate the netback formula for Gasoil 0.1%S FOB NWE Cargo (Code: AAYWR00) becomes $8.78/mt.

The flat rate used to calculate the netback formula for ULSD 10 ppmS FOB NWE basis Le Havre cargoes (AAWZD00) becomes $8.06/mt.

The flat rate used to calculate the net-forward formula for ULSD 10 ppmS CIF NWE basis Le Havre (AAWZC00) cargoes becomes $9.31/mt.

Platts published a subscriber note detailing the annual Worldscale flat rate changes on its freight-related clean products assessments on December 20, 2018 with effect from January 1.
