Clarifies operational tolerance in mid distillate bids/offers

Platts will only publish middle distillate bids and offers that limit a counterparty's price exposure to operational tolerance.

Platts will accept CIF cargo offers and FOB barge bids that relate the operational tolerance element of the pricing formula to after the discharge or loading dates, respectively.
