USGC D-grade, V-grade shifting to 9.0 RVP

When the Colonial Pipeline's 14th shipping cycle became prompt, Platts will stopped assessing the 11.5 RVP D-grade (Premium CBOB) and V-grade (Premium Conventional Unleaded) and begin assessing 9.0 RVP D-grade and V-grade instead.

This change reflects a seasonal adjustment to RVP levels as required by the Colonial Pipeline system.

The date for this change took place on March 1, 2011.
