SUBSCRIBER NOTE: Platts amends T2 German spec GHG proposal to extend feedback time

Further to an earlier announcement, Platts gives notice that it intends to extend the period of consultation and feedback relating to its proposal to decouple the existing relationship between the Platts FOB Rotterdam T2 ethanol assessment and the Platts FOB Rotterdam T2 German spec assessment.

Furthermore, Platts will also extend the period of consultation to the associated proposal to change the Platts FOB Rotterdam T2 German spec ethanol assessments to include a minimum greenhouse gas saving of 50% when compared with the fossil fuel comparator, as per the European Union's Fuel Quality Directive calculation.

The feedback period for both changes has been extended to March 13, 2015.

Platts now proposes to implement the changes effective April 16, 2015.

As part of this change, Platts will monitor the activity and development of both markets and continue to review trading activity and assessments for abnormal trading indications.

Platts will continue to monitor this activity in light of the change to German domestic biofuel specifications and adapt its methodology as necessary to reflect standard spot market trade flows.

The fossil fuel comparator and greenhouse gas saving reflected will be per the prevailing implementation of the Fuel Quality Directive in Germany.

No changes will be made to the Platts FOB Rotterdam T2 assessments as part of this proposal.

All other specifications will conform with the prevailing renewable energy Directive 2009/28/EC.

Currently, the existing FOB Rotterdam T2 German spec assessment is published at parity to the FOB Rotterdam T2 assessment. Please send any comments or questions to europe_ags@platts.com with a CC to pricegroup@platts.com by March 13, 2015.
