Chicago blendstocks RVP shift, effective February 5

Beginning February 5, 2010, Platts' CBOB, RBOB and PBOB assessments for the Chicago market will reflect 13.5 RVP.

The change follows the Explorer Pipeline schedule and is part of a seasonal shift in vapor pressure specifications.
