USGC D-grade (CBOB), V-grade (premium) 11.5 RVP shift

When the Colonial Pipeline's 13th shipping cycle becomes prompt, Platts will stop assessing the 13.5 RVP D-grade (Premium CBOB) and V-grade (Premium Conventional Unleaded), and begin assessing 11.5 RVP A-grade and V-grade instead.

This change reflects a seasonal adjustment to RVP levels as required by the Colonial Pipeline system.

The date for this change depends on the Colonial Pipeline shipping cycle, but is expected to take place on or about February 22, 2011.
