Following initial research, Platts is proposing to add to its daily and monthly bidweek North American spot-price surveys two locations: Transcontinental Gas Pipe Line, Leidy Line receipts and Tennessee Gas Pipeline, Zone 4-200 leg. Platts also is proposing to discontinue publication of its Tennessee Gas Pipeline, Zone 4-Ohio location. The two new daily postings would begin effective trade date Thursday, March 28, for flow date April 1. The new monthly bidweek postings would be effective with the late-March bidweek trading for April delivery (March 22, 25, 26, 27, 28). The proposed discontinuation of the Tennessee Gas Pipeline, Zone 4-Ohio location would occur at least six months after publication of a final notice. Transco's Leidy line extends from the heart of the Marcellus production area in north-central Pennsylvania to the pipeline"s mainline in New Jersey. The proposed description of the new Leidy line location would be: "Transcontinental Gas Pipe Line, Leidy Line receipts (daily and monthly surveys) Deliveries to Transco's Leidy Line downstream of the Leidy/Wharton storage facilities in Clinton and Potter counties, Pennsylvania, to Transco's Station 505 in Hunterdon County, New Jersey. This pricing location does not include transactions at the storage-related interconnects with Dominion Transmission, National Fuel Gas Supply, UGI Storage or Tennessee Gas Pipeline." The new Tennessee Gas Pipeline, Zone 4-200 leg location would include deliveries into Tennessee at all points of receipt on the 200 line in Pennsylvania and Ohio as well as transactions at Tennessee's Station 219 pool. The Station 219 pool is a supply aggregation pool with a virtual location at the intersection of Tennessee's 200 and 300 lines in Mercer County, Pennsylvania. Gas on Tennessee's 300 line in zone 4 can be delivered at the Station 219 pool under Tennessee pooling agreements. The proposed description of the new Tennessee location would be: "Tennessee Gas Pipeline, Zone 4-200 leg (daily and monthly survey) Deliveries into Tennessee at all points of receipt on the 200 line in the states of Pennsylvania and Ohio as well as transactions at Tennessee's Station 219 pool." Platts also is proposing to discontinue it Tennessee Gas Pipeline, Zone 4-Ohio location, which includes only deliveries to Tennessee from the Rockies Express Pipeline in Guernsey and Muskingum counties in East Ohio. Since the REX/Tennessee interconnect is in Tennessee's zone 4, any transactions delivered to Tennessee there would be included in the "Tennessee Gas Pipeline, Zone 4-200 leg" location proposed above. Both new daily postings would appear in the "Appalachia" section of Gas Daily's "Daily price survey" table and the "Northeast" section of Energy Trader's "Daily spot gas prices" table. The new monthly bidweek postings would appear in the "Prices of Spot Gas Delivered to Pipelines" tables in Inside FERC's Gas Market Report, Energy Trader and Gas Daily Price Guide and the "Bidweek Physical Basis Prices Delivered to Pipelines" table in Inside FERC's Gas Market Report and Gas Daily Price Guide. The prices also would be published on Natural Gas Alert and in Platts Market Data. Platts encourages comments and suggestions on the proposed additions and discontinuation.
